At the 2026 Model UNESCO International Conference on the Ethics of Neurotechnology organised by the UNESCO Hong Kong Association and Title Sponsored by the Bank of China (Hong Kong), young delegates  from 33 countries and 40 cities, covering both secondary and university level students, proposed a set of bold recommendations for governing and advancing one of the most rapidly evolving fields of our time. The “Youth Prospect on the Ethics of Neurotechnology\u201d was released on the international youth day (August 12, 2026). It is not merely an academic exercise\u2014it aligns directly to the policy recommendations.<\/p>\n

Professor Karen Cheung, President of the UNESCO Hong Kong Association, formally selected and presented the key highlights of these youth-led recommendations to the Chief Executive of the HKSARG, sending a direct message to Hong Kong\u2019s Policy Setting.<\/p>\n

We are delighted that we have received an official email reply from the CEO Office of HKSARG, which appreciated the organisers and the students for providing insightful recommendations for policy making. These youth recommendations are reflected in the broader biomedical, talent, and innovation frameworks of both the 2026 Policy Address and the First Five-Year Plan (2026\u20132030) .<\/p>\n

\ud83d\udd2c<\/span> The Five Key Alignment Areas<\/b><\/p>

1. Biomedical Regulatory Frameworks (CMPR, “1+” mechanism, primary evaluation)<\/b>
The Youth Prospect’s call for tiered neurotechnology regulation is reflected in the CMPR and medical device reform.<\/p>

2. Clinical Trial Infrastructure (GBAICTI, International Clinical Trial Academy)<\/b>
The call for independent bioethics committees aligns with GBAICTI’s unified ethics review standards.<\/p>

3. Cross-Boundary Biomedical Data Sharing (eHealth+)<\/b>
The recommendation for a standard contract for neural data flow resonates with eHealth+ and cross-boundary medical record sharing.<\/p>

4. Biomedical Commercialisation Funding (RAISe+, New Industrialisation Funding Scheme)<\/b>
Youths recognised the importance of closing the “Valley of Death”, which is clearly addressed in RAISe+ and the Innovation and Technology Industry-Oriented Fund that covers life and health technology.<\/p>

5. GBA Biomedical Talent Exchange<\/b>
A major part of the recommendation focuses on GBA-wide talent exchange, which mirrors the Shenzhen-Hong Kong Medical Specialist Training Centre and GBA Clinical Research Talent Pool.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Hong Kong’s biomedical and innovation frameworks are robust, well-funded, and increasingly integrated with the GBA. Youth recommendations are finding resonance in these broader structures. The Youth Prospect is not just a wish list; it is a implementation roadmap gathering youth ideas from around the world. As neurotechnology advances\u2014particularly in the GBA\u2014youths envisions that the need for explicit neurotechnology-specific governance will grow in the near future.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
